M. Keith Behrens, PE
M. Keith Behrens has been and executive and manager on projects for over 20 years. He is a proven leader in development and construction with a background in engineering and technology. He serves as the leader of BLG and will play a key role in defining the programs, projects and activities that align with the mission and goals for the clients BLG serves. His experience in the management of large-scale development and construction projects, allows him to quickly evaluate the needs of stakeholders, define a scope, and determine a path for project success. Quality and team member performance fall under his authority as well as managing the long-term budget and operating plan for the each project. He will also play a
leadership role in evaluating project scope and vision and will help to ensure that each project remains on-time and within budget.
Keith is a Licensed Professional Engineer in the State of Texas with a Bachelor of Science degree in Civil Engineering from Texas A&M University and began his career with WSBC Civil Engineers, Inc. in Houston in 1994. He gained valuable engineering, technology and business experience with RG Miller Engineers, Inc. and an internet consulting company before taking on the role of manager at McGuyer Homebuilders, Inc. His key leadership roles were serving as a Vice President for Newland Communities, the nation’s largest private developer of planned residential and urban mixed-use communities in the United States and leading development efforts for Aliana Development, a Houston based company specializing in master planned communities. He established Devlan Group, Inc in 2013 which evolved into BLG this year.
Keith is a past board member for the Brenham Country Club from 2016-1018 and is currently a serving on the Brenham Maifest Board as VP of Operations, City of Brenham Planning and Zoning as Chairman and on the City of Brenham Comprehensive Plan committee. He has previously served as a Fort Bend Chamber of Commerce Board Member, a Literacy Council of Fort Bend County Board Member. He also has love for the outdoors and all things involving Texas A&M University. When he has some down time, you can usually find him on the golf course.
Kimberley S. Behrens
Kimberley Behrens has partnered with clients to deliver strategic organizational solutions for more than 20 years. Her experience and passion for helping stakeholders navigate the change associated with program implementations augments and differentiates the BLG delivery team. She has an extensive understanding of stakeholder impact on project success and excels at establishing trustworthy and effective relationships with program stakeholders. Her global engagement experience allows her to quickly assess change readiness and cultural considerations to create “fit for purpose” solutions for her clients. She developed the BLG change management methodology and manages the change
order process to minimize risk. Kimberley also manages communication planning for BLG which includes executing strategies to keep all stakeholders informed.
Kimberley earned her Bachelor’s Degree in Industrial Distribution from Texas A&M University and began her career with Accenture in 1994 as a project consultant. Throughout her career, she has helped clients in the private and public sector improve organizational performance and navigate the change associated with program implementations. Most recently, she managed the implementation of educational and organizational programs for Anadarko Petroleum in Mozambique, Africa. This project involved extensive needs assessment and gap identification in order to recommend the highest value, lowest cost programs for the client. Behrens understands the importance of aligning program solutions with organizational goals and applies this approach in all of her projects.
Kimberley is actively involved with the Brenham Maifest and Brenham Junior High PTO and has participated in planning the Washington County Community Thanksgiving Meal since its inception. She has served as a board member of the Boys and Girls Club of Washington County since 2010. She served as a member of the Volunteer Services Council for Brenham State Supported Living Center and chaired the Staff Parish Relations Committee (SPRC) at First United Methodist church of Brenham.
Michael W. Behrens, PE
Mike Behrens provides advice and guidance on project-delivery methods for BLG clients and participates in national transportation initiatives . He served as executive director of the Texas Department of Transportation (TxDOT) from 2001 to 2007, where he was responsible for managing, directing and implementing TxDOT policies, programs and operating strategies. He represented TxDOT before the Texas Legislature and other entities and was instrumental in leading Texas into a new era of project delivery through legislation which enabled Public Private Partnerships (PPPs) in the TransTexas Corridor. During his tenure, Behrens oversaw the implementation of a vast array of new financing tools to help Texas
better and more rapidly meet its growing transportation needs. These include comprehensive development agreements, pass-through financing, expanded bonding authority, and public-private partnerships.
Mike earned his Bachelor’s Degree in Civil Engineering from Texas A&M University and began his career with the Texas Highway Department in 1971 as an engineering assistant in the Yoakum District. He served as an area engineer, district planning engineer, assistant district engineer and finally district engineer for the 11-county district of Yoakum. In 1998, he became the Department’s assistant executive director for engineering operations in Austin.
Mike is a member of the Transportation Research Board Executive Committee and the board of directors of the American Association of State Highway and Transportation Officials (AASHTO). He is past president of the Western Association of State Highway and Transportation Officials (WASHTO). Currently, he serves on the Civil Engineering Council for Texas A&M University and on the Texas Transportation Institute Advisory Council.
Don Winkles has been involved in the construction industry for over 40 years. His experience has provided him with construction knowledge with a variety of project types including power plants, chemical plants, industrial, office, warehouse, commercial. During his career, Winkles has been a project manager, a senior level executive, a company owner and a construction consultant. He has extensive knowledge in construction contracts as attended courses at South Texas College of Law learning contracts. He provides a wealth of knowledge for BLG and will play a heavy role in cost estimating, construction methods, QA/QC, construction contracts, field inspections and will serve as a manager on the team.
Don earned his bachelor’s degree in Architectural Construction (now Construction Science) from Texas A&M University and began his career with Brown and Root, Inc as a construction estimator and became manager of contracts. He gained most of his project management experience working for Standard Industrial Structures Corporation. In 1996, he started and managed his own construction company building industrial and commercial design-build projects for customers. In 2010, he real estate to his experience when he started Bluebonnet Country Realty.
Don was a founding member of the Houston chapter of the American Society of Professional Estimators and a member of the Houston Engineering & Scientific Society. He is a Licensed Texas Real Estate Broker and Certified National General Contractor. He previously held 26 contractor licenses in various disciplines in 17 states, including General, Electrical, Mechanical, Plumbing, Asbestos and HVAC. Previously member of AGC (Associated General Contractors) and ABC (Associated Builders & Contractors).
Don is also committed to Texas A&M University and the Corps Of Cadets as member of the Ross Volunteer Association, the Corps of Cadets Association, Fish Drill Team Association.
Jessica McClary has played a vital role in the sales, marketing and development of single family residential communities over the last 12 years. Jessica has an extensive understanding of all aspects of a project, including engineer coordination, construction management, budget management, dry utility coordination, landscape management and marketing. At BLG, Jessica provides day-to-day communication with the project team to ensure jobs remain on schedule and within budget. A team player, Jessica holds an excellent track record of strong working relationships with owners, architects, and engineers, resulting in successful construction experiences.
Jessica earned her Bachelor’s Degree in Psychology from the University of Houston in 2008 and began her career by heading up a non-profit community service organization for Cinco Ranch, one of Houston's largest master-planned communities. In this position she worked closely with the developer's marketing team and was a liaison with the community's Homeowner's Association. She was writer and editor of a weekly newsletter with distribution to over 2,500 residents as well as the content and social media manager for the community's intranet site that had hundreds of daily visitors.
Outside of work, Jessica enjoys the outdoors and spending time with her horses. Jessica is a Certified Therapeutic Horseback Riding instructor and regularly helps those with special needs enjoy the physical and mental benefits of horseback riding. Jessica volunteers at local therapeutic centers and has served multiple times as an Equestrian judge for Special Olympics Texas.
